Dr Robert L Williams, a Short Biographical Sketch

Robert L Williams is a US international tax attorney who has practiced in Europe since 1985. As an international tax partner with Ernst & Young Jersey, he was a co-founder with Richard Rees-Pulley of EY’s International Private Wealth Group and Editor of its 31 country 1998 book on Private Wealth Taxation. His EY partner Peter Pexton founded the Jersey STEP branch in 1993.

Following the sale of Ernst & Young’s Jersey trust company to Royal Bank of Canada in 2000, Dr Williams continued his international tax practice as a director of RBC’s Regent Tax Consultants until his retirement in 2004. Since then, Dr Williams has advised a select group of family office clients, offshore trustees and international private wealth clients through his Jersey based consultancy practice (AmericanTaxConsultancy.com).

Dr Williams has been a speaker at international tax conferences and courses in America and Europe since 1981 and has written articles and books on international corporate and private client tax planning, including Butterworth’s Guide to US/UK Private Wealth Tax Planning (Tottel 2005), which won STEP’s Best Private Client Book Award in 2006.

Dr Williams is also co author of Kluwer’s 1993 book on Permanent Establishments – A Planning Primer, based on Mr Williams’ seminal 1976 Journal of Taxation article on Permanent Establishments, which has long had a pre-emptive influence on knowledge leadership concerning this fundamental precept of international tax treaty exemption or taxation of multinational corporations.

An EY alumnus, Dr Williams partnered with EY’s International tax group in 2010 -14 in publishing the second edition of his 1993 book: Williams,

During 2008-2012 Dr Williams was Chairman of the Board of The Hess Collection Winery, Napa, Vice Chairman of the Board of the Hess group of wineries on four continents and a Member of the Board of Peter Lehmann Wines in Australia and Glen Carlou Vineyards in South Africa. He is responsible for having 18 SKUs of Hess wines listed at Dunell’s Wine Merchants in Jersey and recommends Glen Carlou Chardonnay (Wine Decanter: #2 out of top ten white wines in the world) and Glen Carlou Grande Classique (a red Bordeaux type blend) as the best wine values in the group.

In 1985, Dr Williams joined Arthur Young as the first member of Jim Tobin’s London based international tax group. Prior to 1985, Mr Williams practiced trade regulation, estate planning and international tax law for 16 years in Washington DC and Seattle. He was an Adjunct Professor of Taxation at the University of Puget Sound (1981) and at Golden Gate University (1982-1983) where he taught courses in Income Taxation, Estate and Gift Taxation and Taxation of Corporations and Shareholders.

Dr Williams is currently working as co-author with The Withers Law Firm, London on the Third Edition of the Green Book which is scheduled to be published in late 2015 as Bloomsbury’s Practical Guide to US and UK Private Wealth Planning.

Dr Williams is PADI Dive Instructor and includes skiing, mountain climbing, guitar, opera and languages as his interests. He has 3 children and resides in Jersey with his Dutch wife. The split their time between Europe and the United States.
